Climate Policy and Institutional Development
Countries in the Global South face complex challenges in designing, implementing, and embedding effective climate action. These range from establishing regulatory frameworks and multi-stakeholder arrangements to developing actionable policies and planning processes. Meeting Paris Agreement commitments, such as climate transparency, requires robust analysis, consensus-building, and institutional capacities within an inclusive, whole-of-society approach.
We support governments and their partners in civil society and the private sector in formulating climate policies, strengthening institutional frameworks, and fostering collaborative planning. Our approach prioritises relevance, coherence, effectiveness, and efficiency (OECD criteria) under a strategic ‘form follows function’ principle, ensuring policies are tailored to national priorities.
Our work includes clearly defining the role of Nationally Determined Contributions (NDCs) as a synthesis of national ambitions towards resilient, low-carbon development within a just transition framework. We also assist in developing information, monitoring, and reporting systems that enhance domestic accountability and align with Paris Agreement requirements. Additionally, by consolidating governance structures and promoting public participation, we help improve the legitimacy and robustness of climate action, ensuring long-term policy impact.
