NDC Support: Climate Strategy and Transparency
Peru's Nationally Determined Contributions (NDC) target a 20–30% reduction in greenhouse gas (GHG) emissions by 2030, along with adaptation goals in five key sectors. The 2018 Climate Change Framework Law provides the foundation for implementing these mitigation and adaptation measures, supported by the National Climate Change Strategy, National Adaptation Plan (NAP), and Low Emission Development Strategy (LEDS). The Ministry of Environment (MINAM) is responsible for coordinating the NDC implementation process, including developing sectoral plans and establishing a monitoring system for reporting to the United Nations Framework Convention on Climate Change (UNFCCC). The project supports MINAM’s coordination role, sectoral ministries, regional governments, and indigenous communities. Dorsch Impact focuses on Outcome III, establishing a national transparency framework aligned with the UNFCCC’s Enhanced Transparency Framework (ETF) for monitoring and reporting on mitigation and adaptation measures – Measurement, Reporting, and Verification (MRE) and Monitoring and Evaluation (M&E).

Project Activities
Dorsch Impact advises and supports MINAM in the following areas:
Design and development of a transparency framework aligned with international standards that enables the monitoring of progress in mitigation and adaptation measures (MRV and M&E) at national and sub-national level.
Validation of the national transparency framework (MRV and M&E systems) with relevant stakeholders and with the involvement of civil society, as well as in its institutional anchoring.
Preparation of documents for reporting to the UNFCCC Secretariat, with reference to information from the national transparency framework
Gradual implementation of the national transparency framework in the form of pilot applications in 2 regions and the forest and energy sector.
Establishing a permanent coordination mechanism for the implementation of the NDC process.
Design of a methodology for monitoring forest restoration with remote sensing and a financial mechanism for forest plantations and forest restoration.
