NDC Policy Programme: Strengthening MRV and M&E System
In 2016, Colombia submitted its Nationally Determined Contributions (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC), targeting a 20–30% reduction in greenhouse gas (GHG) emissions by 2030. Given Colombia's vulnerability to extreme weather, deforestation, and other climate-related threats, its NDC also includes adaptation goals. Mitigation, low-carbon development, and climate resilience are central priorities, covering sectors like land use, agriculture, energy, transport, industry, and waste.
Implementing Colombia’s NDCs requires developing a robust transparency framework (MTR) for reporting to the UNFCCC, including Greenhouse Gas (GHG) inventories and biannual transparency reports. The programme supports improving systems for Measurement, Reporting, and Verification (MRV) of mitigation measures and Monitoring and Evaluation (M&E) of adaptation measures.
The programme strengthens coordination between the Ministerio de Ambiente y Desarrollo Sostenible (Minambiente), public and private actors, and sectoral partners to integrate climate measures into value chains, focusing on agriculture while enhancing institutional structures at national and sub-national levels.

Project Activities
Work Package 1: Using Data from Pilot Projects for National MRV and M&E Systems
Establish monitoring systems within the pilot projects.
Develop methods and guidelines for collecting and processing relevant data and integrate them into existing monitoring processes of local partner institutions.
Connect the national MRV and M&E systems with local data collection efforts.
Periodically review the data collection process and its integration into national systems, making improvements as needed.
Work Package 2: Demand-Oriented Support for National MRV and M&E Systems
Assess the needs and requirements for further development of national MRV and M&E systems and provide recommendations.
Support Minambiente in optimising MRV and M&E systems to meet international standards.
Advise and assist in Enhanced Transparency Framework (ETF) processes.
Facilitate the alignment of monitoring processes for climate policies with other development strategies, such as National Development Plans and Sustainable Development Goals (SDGs), based on identified needs.
