Latin America and the Caribbean (LAC) face mounting pressures from climate change. Despite significant regional ambition reflected in national climate plans, biodiversity strategies and sector reform agendas, private sector engagement remains constrained by complex regulatory environments, limited bankability of green initiatives, and weak enabling frameworks. 

The Legal, Financial and Economic Advisory Services in Latin America and the Caribbean in line with the EU Global Gateway Strategy project forms part of the broader EU EuroClima programme, aiming to support the scaling of transformative actions for climate change mitigation, adaptation and biodiversity conservation. Target groups include public entities, cooperatives, SMEs, business associations, and civil society actors operating across five thematic areas: sustainable mobility, energy transition, biodiversity and nature-based solutions, circular and bioeconomy, and water management. The consortium of Dorsch Impact and Como Consult supports EuroClima’s integrated approach linking business model development to regulatory reform, enabling environments, and regional political dialogue

Project Activities

Dorsch Impact, together with Como Consult, is responsible for the following 4 work packages:

WP1: Contract Management & Scoping 

  • Managing the full assignment lifecycle, including intake and processing of service requests and iterative consolidation of Descriptions of Tasks (DoTs)

  • Establishing a digital platform to support contract management, communication, and document sharing

  • Applying systematisation throughout implementation to capture lessons learnt and develop replicable knowledge products

WP2: Legal Advisory Services 

  • Screening applicable regulatory frameworks and institutional mandates; conducting gap analyses and developing regulatory compliance roadmaps

  • Providing transactional legal support to SMEs, cooperatives, and business associations in establishing public-private partnerships (PPPs)

  • Developing de-risking mechanisms, guarantee schemes, and tailored finance instruments in coordination with economic and financial work streams

  • Preparing legal templates, policy briefs, and guidance notes to strengthen the enabling environment for private investment

WP3: Economic Advisory Services 

  • Conducting preliminary screening, market analyses, pre-feasibility assessments, and cost-benefit analyses (CBA) for selected investment initiatives

  • Developing tailored, inclusive business models that identify viable entry points for private sector and blended finance

  • Integrating social co-benefits and international finance eligibility frameworks (EU taxonomies, ICMA bonds) into all assessments

  • Delivering capacity development activities to target group organisations throughout implementation

WP4: Financial Structuring & Investment Readiness 

  • Conducting financial feasibility assessments and identifying bankability constraints for investment initiatives

  • Developing capital strategies and financial models; identifying and structuring applicable financial products and funding sources

  • Providing investor engagement and transaction support, including assistance in negotiations where relevant

  • Ensuring compliance with international finance standards (IFC, ESG, EU Anti-Money Laundering frameworks)

Cross-Cutting Engagement

  • Facilitating the inclusion of SMEs, cooperatives, and community-based enterprises in scalable business models

  • Supporting business-to-business (B2B)
