Support for the development of RE and EE value chains
The “Green Municipalities – Support for the Energy Transition at Local Level in Algeria” project aims to improve energy management in Algerian municipalities, reducing their climate impact and enhancing financial sustainability. Target groups include municipal staff, elected officials, relevant ministries, enterprises, and civil society. Activities span six diverse pilot municipalities, as well as a wider network of 30 others. Approximately 500 individuals will benefit from capacity-building efforts.
The project is structured into four components:
Implementing energy efficiency (EE) and renewable energy (RE) measures in pilot municipalities
Rolling out an energy management system and training across 30 municipalities
Promoting quality standards, training, and business models to stimulate a local market for RE/EE services
Supporting regulatory and incentive frameworks to encourage sustainable energy strategies
Success is based on committed local leadership, functioning local markets, and national support. Key partners include MICLAT, the Ministry of Housing, APRUE, and EPICs. The project showcases scalable models to support Algeria’s municipal-level energy transition.
Dorsch iMPACT contributes to Output 3, supporting the development of the RE and EE market and improving the quality of service provision.

Project Activities
The task is to support two Algerian public enterprises (EPICs) — ERMA and ERMESO — to strengthen their roles in the renewable energy (RE) and energy efficiency (EE) sectors. The activities are organised into three work packages:
Work Package 1: Preliminary Coordination
Conduct an online kick-off meeting with GIZ and MICLAT to define the scope and activities
Prepare a detailed work plan and task schedule, and select relevant international benchmarks
Work Package 2: Support to EPIC ERMA (Public Lighting, Algiers)
Assist in the accreditation of ERMA’s luminaire testing laboratory
Review current documentation, consult key stakeholders (ALGERAC, IANOR), and develop an action plan
Provide ISO 17025 training and support the development of quality documentation and IT systems
Monitor accreditation progress and facilitate partnership development
Work Package 3: Support to EPIC ERMESO (Solar PV, Oran)
Assess and improve ERMESO’s internal management processes and business models
Provide recommendations to enhance operational efficiency and quality while reducing costs
Conduct risk analysis and implement employee training programs
Support the development of national and international partnerships
