Support for Forest and Environmental Sector Programme (PSFE) - Phases II & III

Cameroon holds one of Africa's most significant tropical forest ecosystems, forming a cornerstone of regional biodiversity and a critical buffer against climate change. Sustainably managing this heritage while supporting the communities and economies that depend on it requires integrated planning, adequate financing, and strong institutions. The Forest and Environment Sector Programme embodies Cameroon's strategic commitment to meeting this challenge through a structured, multi-stakeholder approach to forest and environmental governance.
Since 1999, the Cameroonian government, with support from the international community, has pursued a national forestry programme known as the Forest and Environment Sector Programme (PSFE). Designed to operationalise Cameroon's policy of sustainable and participatory management of its forest and wildlife resources, the PSFE is financed through a Basket Fund (BF): a flexible multi-donor mechanism channelling

Project Activities

Basket Fund Management & Institutional Coordination

  • Developing and implementing a coordinated Manual of Procedures (MoP) for Basket Fund operations
  • Conducting strategic programming and annual planning of BF-funded activities across all seven programmes
  • Monitoring activity execution and ensuring quality control of outputs and deliverables
  • Supporting the functioning of the BF Management Committee and the Special Commission for Procurement
  • Coordinating programme managers, task engineers, and the financial, administrative, and accounting co-management cabinet

Forest Governance & Legal Compliance

  • Supporting implementation of the APV-FLEGT process for timber traceability and legality verification
  • Developing an integrated forestry information management system (SIGIF)
  • Diagnosing corruption risks in the forestry, wildlife, and environmental sectors
  • Building the capacity of MINFOF and MINEPDED anti-corruption units

Protected Areas & Wildlife Management

  • Developing a national strategy for the sustainable management of protected areas, including a sustainable financing mechanism
  • Designing detailed infrastructure, equipment, and participatory management approaches for protected areas
  • Supporting procurement processes and monitoring contract execution

Wood Sector Development

  • Formulating the National Strategy for Accelerated Industrialisation of the Wood Sector
  • Strengthening MINFOF's capacity in timber processing and value chain development
  • Planning the restructuring of the Centre de Promotion du Bois (CPB — Wood Promotion Centre)

Climate, REDD+, and Landscape Restoration

  • Supporting the development of Cameroon's national REDD+ strategy and establishing appropriate process management structures
  • Designing and implementing MINFOF and MINEPDED-led landscape restoration initiatives in the North and Far North Regions

Institutional Modernisation & Results-Based Management

  • Modernising ICT infrastructure at MINFOF and MINEPDED, including IT master plans and data centre development
  • Developing and implementing MINFOF's human resources strategic and annual training plans
  • Supporting the rollout of programme-budget approaches and results-based management (RBM) across ministries

Impact

  • Multi-programme investment management: The Basket Fund mechanism channels a total of EUR 30 million in KfW financing across seven thematic programmes, enabling coordinated, results-oriented investment in forest management, biodiversity conservation, and climate action at national scale.
  • Climate and REDD+ alignment: The project directly advances Cameroon's commitments under the UNFCCC and its national REDD+ strategy, contributing to reduced deforestation and forest degradation while supporting landscape restoration in ecologically vulnerable regions.
  • Strengthened institutional capacity: Through targeted training, anti-corruption measures, and the introduction of results-based management, the project is progressively improving the effectiveness, transparency, and accountability of Cameroon's forest and environment ministries.
  • Long-term sector continuity: Dorsch Impact's uninterrupted engagement across PSFE Phases I, II, and III, spanning from 2011 to 2027, ensures institutional memory, consistent quality assurance, and progressive strengthening of Cameroon's forest sector governance over more than 16 years.
