Rehabilitation and Hydro-Agricultural Development (N'Débougou IV)

The project aims to boost the production of small-scale farmers in Mali’s Office du Niger (N'Débougou zone) by rehabilitating irrigation schemes, promoting sustainable, profitable agriculture and enhancing food security. It has two components:

Component I focuses on rehabilitating and constructing infrastructure, including canals, drains, dykes, and social infrastructure like boreholes with solar pumps. Environmental measures cover soil restoration, disease prevention, and sanitation.

Component II involves training, capacity building, and strengthening farmers' organisations (OPA) for rice and market gardening. It introduces market gardening in the cold off-season and a pilot livestock programme.

The project indirectly impacts 25,000 ha for total irrigation control and 80,000 ha for drainage, helping rural communities maximise the economic potential of irrigation.

Project Activities

Component 1: Technical assistance and project management include coordinating actors, managing procurement, disposition funds, reporting, and M&E with a Remote Management, Monitoring, and Verification (RMMV) system. 

Component 2: Project management covers reviewing studies, confirming technical designs, preparing detailed designs and tender documents, supervising works, and ensuring final reception after the guarantee period. 

Component 3: Updating the Environmental and Social Impact Assessment (ESIA) includes stakeholder engagement (SEP), assessing legislative frameworks, baseline conditions, and impacts, and preparing the ESMP. 

Component 4: Monitoring environmental, social, health, and safety (ESHS) issues involves a Monitoring and Surveillance Plan, awareness campaigns, and a Complaints Management Mechanism (CMM). 

Component 5: Accompanying measures include capacity development for Office du Niger staff, strengthening farmers' organisations, supporting agricultural diversification, implementing a pilot livestock programme, and organising exchange visits.
