Inclusive Communal Development and Decentralisation (PDCID) II

The Programme for Inclusive Communal Development and Decentralisation (PDCID) II is implemented in Madagascar’s Boeny and DIANA regions, with the Local Development Fund (FDL), under the Ministry of the Interior and Decentralisation (MID) serving as the client. The programme aims to improve living conditions by enhancing access to basic infrastructure and services to support local socio-economic development. Beneficiaries include decentralised territorial authorities (municipalities). The project focuses on two main components: constructing or rehabilitating approximately 200 km of rural roads and 60 schools across 34 rural municipalities, and building the capacity of the communes and FDL in project management and implementation.

Project Activities

  • Overall project management in collaboration with FDL. 

  • Delegated project management: preliminary studies, detailed design, tender documents, and environmental/social impact study. 

  • Oversee tendering process, from prequalification to contract drafting. 

  • Supervise works, delivery, temporary reception, guarantee period, and final acceptance. 

  • Capacity building for FDL. 

  • Co-management of the disposition fund.
