The project “Participatory Urban Upgrading Project in Manshiet Nasser (Ezbeth Bekhit), Phase I and II”
is an open programme focusing on water supply, sanitation, and roads in Manshiet Nasser, as identified in the Guide Plan and Participatory Budget Planning. It also supports community development initiatives through a GTZ technical cooperation (TC) programme.
The goal is to improve living conditions and reduce health risks by extending secure water supply, implementing an organised sewer system, and upgrading roads. Phase 1 began in Ezbeth Bekhit (population 28,900), covering 47 feddans (20.1 ha) along the King Khaleb Autostrada. Phase 2 extends to all Manshiet Nasser (1 million residents), providing full water and sewerage services to half the population and paving 4.5 km of roads.
Infrastructure challenges include low water supply (59% access), poor sanitation (56% connected to informal sewers), and overflows due to failing gravity sewers. A participatory approach ensures sustainability, minimising excavation risks, using small lifting stations, and securing local ownership. Funds are managed via a local disposition account with independent audits.
