Management of Irrigation Schemes and Water Supply Networks
The Social Engineering for Sustainable Management of Irrigation Schemes and Water Supply Networks (Lot 1) project supported twelve project sites through four overlapping phases: study, works, intensive support, and sustainable management/monitoring by decentralised services. During these phases, seven water user associations (WUAs) / existing water committees were formed. New WUAs were established and trained in their responsibilities. In addition, the decentralised technical services (Bureau Technique de Génie Rural - BTGR) were included in the process to provide long-term support to the sites.
ENABEL was assisted in its ambition to contribute to the improvement of the legal framework, notably by sharing positive examples of sustainable management of WUAs and challenges mastered in the field with technical services with the group of TFPs interested in these issues.

Project Activities
- Sensitisation of the population and stakeholder discussions on irrigation network management, maintenance, and financial responsibility.
- Establishment of irrigation water management organisations (WUAs/management committees), including legal registration and delegation contracts.
- Development of selection criteria for one irrigation scheme.
- Preparation of training modules and capacity building for WUAs on organisational, financial, and water infrastructure management.
- Technical support and training for WUAs on water distribution, tariff calculation, maintenance costs, and equitable resource allocation.
- Monitoring and evaluation through indicator development, beneficiary database creation, and data collection.
- Identification of gaps in the legislative framework, field challenges, and positive developments in Guinea.
- Support to deconcentrated technical services for WUA management, infrastructure maintenance, and technical assistance.
