Innovation and Development - SME Support Service
The Algerian Government has set itself the objective of advancing the process of economic policy reform to allow for large-scale, sustainable growth, with (M)SMEs playing a key role.
However, Algerian (M)SMEs make poor use of their resources, are rarely able to access new national or international markets, and are not very innovative. This results in low competitiveness and a high mortality rate among (M)SMEs. The key problem is therefore as follows: the public and private provision of services to (M)SMEs for a green and large-scale increase in their competitiveness is insufficient.
The “Implementation of SME Support Services in the Field of Resource Efficiency for the Project InnoDev – Innovation and Development for SME” project is carried out by GIZ together with the Directorate General of Small and Medium Enterprises (DGPME) at the Ministry of Industry (MI) of Algeria, in consortium with Integration International Management Consultants GmbH (Lead) + CESI Algérie.
The project works in close collaboration with the Agency for the Development and Promotion of Innovation (ADPIPME). The expected outcome of the InnoDev project is the improvement of public and private support services for a green and large-scale increase in the competitiveness of Algerian (M)SMEs.
The project operates in four complementary fields of activity:
- Green economy and resource efficiency
- Access to new markets
- Management of (green) innovation and digitalisation
- Reduction of enterprise mortality.
The expected outcome remains the improvement of public and private support services for a green and large-scale increase in the competitiveness of Algerian (M)SMEs.

Project Activities
Output 1.1: Promotion of expertise and advice on resource efficiency enhanced
Identify consulting services for RE through international and national benchmark studies.
Define applicable methodologies and tools for Algerian (M)SMEs.
Develop a RE methodology based on benchmarks, IMER (InnoDev), and operational tools.
Train public and private sector experts in RE tools and methods and organise experience exchange.
Output 1.2: Production cost reduction and management of (M)SMEs strengthened
Promote RE tools through media events and workshops.
Identify pilot (M)SMEs and eligibility criteria with political partners.
Train 70 (M)SMEs with 100 RE services.
Organise meetings and workshops for experience sharing. Develop a monitoring tool to track RE impact.
Train SMEs, consultants, and institutions to use the tool. Public staff and stakeholders are trained accordingly.
Groups of companies will be set up in four Algerian regions. A pool of 50 experts will be trained to support companies in applying RE measures. Results will be measured and shared to encourage wider adoption.
Output 1.3: Capacity of CACs to support green entrepreneurship strengthened
Train CAC advisors to guide project leaders in green entrepreneurship.
Organise regional workshops for experience exchange with (M)SMEs, experts, and stakeholders.
