Good Governance for Regional Sustainable Development
Peru is facing an increased pressure on the countries natural resources and an intensified rural-urban migration due to the COVID-19 pandemic and the current recession and ongoing crises, which have slowed down the significant advances of recent years in reducing poverty and achieving the Sustainable Development Goals (SDGs). According to GIZ, these challenges are compounded by the fact that “the essential conditions of good governance for promoting sustainable regional economic development are still not sufficiently met.” This is reflected in low competitiveness, limited capacities of regional governments (GoRe), and insufficient vertical and horizontal coordination among institutions, all contributing to reduced governmental efficiency.
The Buena gobernanza para un desarrollo económico regional sostenible - Fortalecimiento de capacidades para actores territoriales en materia de inversiones y el desarrollo económico sostenible project aims to improve the institutional conditions for sustainable regional growth. The intended results include (1) enhanced coordination among key actors; (2) improved regional planning instruments that prioritise competitiveness, sustainability, and gender equity; (3) capacity building in investment project management; and (4) promotion of the circular economy. Through the measures regarding the third output, Dorsch Impact, in a joint venture with CES, aims to empower regional stakeholders, increase the effectiveness of public investments, and foster innovative, inclusive, and resilient development across Peru’s regions.
The objective of Dorsch Impacts’ contribution is to systematically address three aspects of governance (structures, processes and policies) by supporting the improvement of strategic coordination both within the MEF (Ministry of Economy and Finance) and between administrative levels and public and private actors, strengthening the capacities of key actors to manage investment projects, and focusing key regional development planning instruments more on competitiveness, sustainability and gender equality.

Project Activities
The third output, implemented by Dorsch Impact, is structured around two main Working Packaged (WP), each with specific and targeted activities:
WP-1: Capacity Development in Investment Management
- Conducting a capacity diagnosis in each target region
- Formulating and validating a tailored capacity development (CD) strategy
- Implementing the CD strategy, including pilot activities
- Proposing improvements for CD processes
- Evaluating the performance of investment project operators
WP-2: Creation of Spaces for Dialogue on Investment Project Management
- Systematising good practices in investment project management
- Developing a practical guide for improving investment project management
- Preparing a transfer report to enable replication of successful approaches
All activities are designed to foster dialogue at both national and regional levels, particularly in the three regions of intervention. This approach ensures the integration of competitiveness, sustainability, and gender equality, while aligning with Dorsch Impact’s core services in consulting, capacity building, process optimisation, and knowledge transfer. The project also focuses on the exchange of experiences with countries in the region and revises good practices on international level.
