Agricultural and Rural Development around Hill Lakes (DARAL II)
The Agricultural and Rural Development Around Hill Lakes II (DARAL II) project aims to sustainably improve living conditions in Tunisia's North and Central West regions (Governorates of Kasserine, Siliana, and Jendouba). The project aims to enhance water availability and management while promoting job creation and capacity development.
The project supports 11 local authorities in developing or enhancing Local Development Plans (LDPs) through participatory planning. It has been implemented at 28 sites. Based on these LDPs, Integrated Water Resources Management Action Plans (IWRMAPs) will be developed, including technical studies.
Measures include infrastructure works, such as soil and water conservation, rehabilitation of hill lakes, and hydraulic structures, as well as training and income-generating activities. The consultant provides technical assistance (TA) to the Project Management Unit (PIU) to ensure smooth implementation, emphasising participatory methods across all phases.

Project Activities
Phase 1: Support the PMU in project setup and assist local authorities in developing or enhancing LDPs through data collection, participatory diagnosis, and validation.
Phase 2: Develop IWRMAPs, including participatory diagnosis, identification and prioritisation of actions for water resource mobilisation and conservation, stakeholder engagement, cost estimates, and environmental/social management plans.
Phase 3: Prepare detailed designs for large-scale infrastructure (e.g., water supply, irrigation, tracks, rehabilitation of water points), conduct procurement, assist with pre-qualification, and support tender processes.
Phase 4: Supervise and monitor construction, manage ESHS impacts, and oversee the disposition fund.
Phase 5: Implement income-generating activities for farmers.
Phase 6: Conduct training for farmer organisations, cooperatives, and agricultural development groups, including tariff studies.
Phase 7: Coordinate, monitor, report, and develop a communication strategy.
