AEPA-STEP

The “Attractive and Efficient Public Administration in Moldova: Short-term Expert Pool for Public Administration Reform and Public Financial Management” (AEPA-STEP) project, commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), is a strategic initiative to support Moldova’s public sector transformation in the context of EU accession.

Moldova’s public administration faces significant challenges in implementing government strategies, managing human resources professionally, and delivering administrative services efficiently and in a citizen-centred manner. The AEPA project aims to strengthen the institutional capacities of key state agencies, primarily the State Chancellery and the Ministry of Finance, enabling them to drive forward administrative reforms and improve service provision at both national and subnational levels. Through targeted advisory, technical, and organisational support, Dorsch Impact contributes to the modernisation of Moldova’s civil service, the digitalisation of public services, and the creation of more attractive career paths for public servants. The intended impact is to foster an administration that is more effective, transparent, and responsive to citizens’ needs, thereby supporting Moldova’s EU integration and sustainable development.

1. Strengthening Implementation Capacities for Reforms and EU Integration

  • Advisory services to the State Chancellery on performance management, policy coordination, and project management
  • Support for legal reforms (e.g., Law on Public Institutions, reorganisation of public authorities)
  • Capacity-building on Regulatory Impact Assessment (RIA) and performance monitoring
  • Technical advice to the Ministry of Finance on salary system reform, internal control, procurement monitoring, and revenue forecasting
  • Advisory support for EU integration processes and accession negotiations

2. Strengthening Human Resources Management

  • Advisory services on HR strategies, recruitment, career development, and competency frameworks
  • Development and revision of HR guidelines and procedures, including gender equality measures
  • Design and delivery of professional development and leadership training, including Training of Trainers (ToTs) for the Institute of Public Administration

3. Strengthening Service Delivery Capacities

  • Training and advisory support for local public administrations (LPAs) on EU integration, digitalisation, and governance
  • Technical assistance for Territorial Administrative Reform (TAR) and operationalisation of Centres for Unified Public Services (CUPS)
  • Support for digital transformation of public services and related communication and visibility measures

Dorsch Impact delivers these services by managing a pool of national and a pool of international short-term experts, ensuring technical excellence and sustainable capacity development across Moldova’s public sector.
