Tunisian Coastal Protection Program (PPLT) - Phase IV

The project Tunisian Coastal Protection Program (PPLT)  - Phase IV - Technical Assistance Services for the Implementation of the Program, initiated by the Tunisian state, focuses on protecting the coastline from erosion and the impacts of climate change, while contributing to the ecological and economic rehabilitation of the coastal area. The German Financial Cooperation (FC), through KfW, supports the Tunisian government and the Agency for Protection and Development of the Coastline (APAL) in implementing this investment programme, specifically targeting projects in the water sector and coastal areas. The consortium for this project is DHI and Maritec,

The design and organisation of Phase IV of the PPLT are based on the requests from APAL and the lessons learned from Phases I-III. The objective of PPLT IV is to enhance and ecologically rehabilitate the Tunisian coastal zone, helping to protect it from the adverse effects of climate change, particularly coastal erosion. 

Expected results include:

  1. Erosion control works to stabilise the coastline

  2. A maintenance plan to ensure the long-term sustainability of the works

  3. Positive impacts on employment through project interventions

Project Activities

Component 1: Protection Against Coastal Erosion / Coastal Protection 
 • Development of the Environmental and Social Impact Assessment (ESIA) for projects in the Sousse South/Skanes, North-East Jerba, and Beni Khiar/Yasmine Hammamet regions, in accordance with ESMF guidelines 
 • Preparation of technical studies (preliminary and detailed designs) for Beni Khiar/Yasmine Hammamet 
 • Verification, updating, and substantial modification of the 2006 technical study for North-East Jerba 
 • Assistance in managing and evaluating the technical study (preliminary and detailed designs and tender documents) for Sousse/Skanes, conducted by an external consultancy 
 • Preparation of tender documents and supervision of works for projects in Sousse South/Skanes, North-East Jerba, and Beni Khiar/Yasmine Hammamet 
 • Implementation of small additional development works 

Component 2: Support to the Management of PPLT IV 
 • Capacity building for key coastal protection actors 
 • Strengthening the Communication and Monitoring Committee for the sustainability of works (CCSPO) 
 • Support for Municipal Non-Permanent Coastal Protection Commissions (CNPPLM) 
 • Implementation of measures outlined in the Environmental and Social Management Framework (ESMF) for PPLT IV
