Sustainable Coconut (Oil) Production at Scale - Supporting Sector Transformation

Since 12 July 2021, Barry Callebaut, Cargill, FrieslandCampina, JDE Peet’s, Nestlé, Procter & Gamble, and Unilever, together with GIZ, have been implementing the development partnership “Towards a Sustainable Coconut (Oil) Production at Scale – Supporting Sector Transformation in the Philippines”. The project aims to improve the sustainability of coconut (oil) production in key areas of the Philippines and is implemented in close cooperation with the Department of Agriculture’s Philippine Coconut Authority (PCA) and the Agricultural Training Institute (ATI).

As the project reaches its midpoint, a Midterm Review (MTR) is required by the German Federal Ministry for Economic Cooperation and Development (BMZ). The MTR will assess achievements to date, identify key lessons learned, and provide recommendations for the remaining project period and future cooperation. The findings may inform potential re-steering for the final implementation phase and beyond. The review process involves all project team members and main stakeholders and will be conducted according to OECD/DAC Criteria and Capacity WORKS standards.

Project Activities

  • Conduct interviews (on-site and/or remote), collect and analyse data, and draft both an inception report and final evaluation report 

  • Analyse achievements based on Capacity WORKS success factors, particularly in the areas of strategy, cooperation, and steering structure 

  • Evaluate current project management, focusing on the allocation of time, personnel, and financial resources 

  • Assess the effectiveness and efficiency of communication channels between stakeholders and partners, including how project information is gathered and utilised 

  • Evaluate the effectiveness and efficiency of activities carried out so far and those still planned for the remainder of the project 

  • Identify main challenges and bottlenecks hindering the achievement of objectives, and recommend strategies to address them 

  • Assess whether the current project strategy is on course to fully achieve the set objectives and results 

  • Formulate key lessons learned and summarise generalisable insights 

  • Provide concrete recommendations for the final implementation phase and explore opportunities for further cooperation
