Support to Wastewater Management and Treatment Services (EUSWAM)

The EU Support to Wastewater Management and Treatment Services (EUSWAM) component is an integral part of the GIZ Customer-oriented and Performance-related Water Supply and Sanitation (CPWS) project. EUSWAM aimed to reduce pollution in the Adriatic coastal waters. This was achieved through capacity development and the maintenance and repair of wastewater infrastructure, particularly in coastal municipalities that had previously benefited from EU support for wastewater development.

The project focused on improving the performance of wastewater utilities, strengthening the capacity of the National Agency for Water Supply and Wastewater (AKUM) in line with its enhanced mandate, optimising the operation and maintenance of coastal wastewater treatment plants (including sludge management), and raising stakeholder awareness of EU water regulatory requirements—particularly the Urban Wastewater Treatment Directive (UWWTD)—to ensure sustainable services and cost recovery.

Project Activities

  • Assess the baseline situation of water and sanitation services and sludge management, including diagnosing the operational performance of water utilities and identifying improvement targets.

  • Develop action plans with financial projections to enhance utility performance.

  • Establish commercially oriented performance improvement systems using Key Performance Indicators (KPIs).

  • Monitor and evaluate the implementation of action plans.

  • Assess coastal wastewater treatment plants (WWTPs) and recommend KPI improvements for influent, effluent, and sludge management.

  • Develop a sludge management strategy and provide staff training in treatment and disposal.

  • Implement operational improvements, including preventive maintenance, energy efficiency measures, and enhanced effluent quality.

  • Provide operation and maintenance (O&M) plans, standard operating procedures (SOPs), and budget frameworks to strengthen wastewater management.

  • Deliver capacity development through on-the-job training, workshops, and online seminars.
