Strengthening Irrigated Agriculture (REAGIR II)

The REAGIR II project supports the National Programme for Small-Scale Irrigation (PNIP), focusing on developing irrigable agricultural potential in the Dogon country and Koulikoro, with offices in Ouélessébougou and the Inner Delta (Mopti and Timbuktu regions, IPRODI Component). It aims to foster sustainable, profitable agriculture and strengthen food security for economic and social stability in Mali, benefitting over 81,000 smallholder households since 2015. 

Key activities include constructing and rehabilitating small-scale irrigation infrastructure across 940 sites, covering over 69,000 ha, alongside 166 km of rural roads, 30 storage warehouses, and soil and water conservation measures like stone barriers, reforestation, and windbreaks. Agricultural equipment and inputs are supplied, while water user associations and farmers' organisations are mobilised and trained to manage and maintain infrastructure. The project employs co-management, remote monitoring (RMMV), participatory approaches, and gender-focused measures to empower communities and ensure sustainability.

Project Activities

  • Mobilisation and organisation of communities for participatory planning and investment measures, ensuring alignment with Social, Economic, and Cultural Development Plans (PDSEC). 

  • Preparation of studies, environmental and social impact assessments, tender processes, and supervision of construction and rehabilitation works. 

  • Implementation of irrigation schemes, including pilot solar-pumped schemes for women and pastoral irrigation for livestock integration. 

  • Provision of agricultural inputs, bio-fertiliser promotion, and quality seeds adapted to climate change; support for improved agricultural production, processing, and marketing through farmer field schools. 

  • Capacity building of water user associations and farmers’ organisations for infrastructure operation, maintenance, and anti-erosion measures. 

  • Use of Remote Management, Monitoring and Verification (RMMV) systems, drones, and GIS tools for monitoring and knowledge transfer. 

  • Development of Environmental and Social Management Frameworks, stakeholder engagement, and anti-COVID-19 campaigns. 

  • Adaptation of reforestation measures for CO² neutralisation, reinforcing environmental sustainability.
