Programme to Support the Modernisation of Public Finances (PAMFIP III)

The project strengthened the capacities of Cameroon’s Ministry of Finance (MINFI), Ministry of Decentralisation and Local Development (MINDDEVEL), and Ministry of Public Health (MINSANTE) in tax collection, operational audits, and the preparation of development-oriented and gender-sensitive programme budgets. The central actors received organisational and process advice as well as training. In addition, cooperation between national and local actors in the design of municipal finances was promoted. 

The following capacities of the entities mentioned above have been strengthened (project components): 

  1. Development and management of rule-compliant, gender-sensitive and development-oriented budgets (implemented by Dorsch Impact).
  2. Implementation of data-supported and transparent audits.
  3. Design and maintenance of national cooperation relations in the field of municipal finance. 

The project (especially Component 1) builds on the results of the predecessor projects PAMFIP II and PAMFIP I which were also supported by Dorsch Impact.

Project Activities

  • Support the use of management control tools developed by Dorsch Impact under PAMFIP II in the MINDDEVEL and the MINSANTE.
  • Advise the MINFI on coordinating public finance reforms and implementing internal control mechanisms based on risk analyses.
  • Advise on the implementation of the recommendations of gender analyses and the preparation of gender-sensitive products and indicators for the programme budgets of the MINDDEVEL and MINSANTE
  • Advise the MINDDEVEL and MINSANTE in preparing and improving medium-term expenditure frameworks and programme budgets focused on measurable, development-oriented and gender-sensitive products and the introduction of formats for the needs-specific costing of these products.
