Program Mitigation & Diaspora (PMD)

Shaping regular migration to prevent irregular migration and strengthening the developmental effects of migration remain major challenges for many countries. Key actors in countries of origin have not yet succeeded in adequately harnessing the positive effects of regular migration and diaspora engagement for the social and economic development of their countries.

The global project “Programme Migration and Diaspora” (PMD) provides, based on the international commitments of the Federal Government (Agenda 2030 Goal 10.7 and the implementation of the Global Compact for Safe, Orderly and Regular Migration), a comprehensive contribution to migration policy priorities and the interdepartmental approach of the Federal Government. The BMZ aims to support and strengthen the potential of migration for global development. The objective of the PMD is to identify key actors and enable partner countries to use regular migration and diaspora involvement more effectively to achieve their development goals.

The PMD contributes to:

  • Reducing irregular migration, promoting voluntary return and expanding regular, development-oriented migration

  • Building migration policy advice and capacities for partner governments and regional organisation

  • Supporting the Skilled Immigration Act and the National Action Plan on Integration

  • Implementing the Marshall Plan with Africa, including support for diaspora-led business start-ups in countries of origin

  • Reducing transaction costs and enhancing the development impact of remittances, involving the diaspora as development actors

With its structural approach, the project supports the “Perspectives at Home” initiative and represents a sustainable overall contribution to Germany’s migration policy.

Project Activities

Dorsch Impact is responsible for developing information products and for the design and implementation of qualification measures. By providing two service packages, Dorsch Impact supports the PMD team (GIZ and partner structures) in selecting partner countries and improving their advisory services related to the Skilled Workers Immigration Act.

Service Package 1: Information Material and Public Relations

  • Preparation and production of information material and documentation in German, English and French

  • Development of a public relations concept in coordination with partners in the partner countries, particularly with the Federal Foreign Office and BMZ

Service Package 2: Qualification Measures for the Skilled Workers Immigration Act

  • Counselling of staff in GIZ migration advisory centres through internet-based platforms such as webinars, online training and regular consultation hours

  • Support for partner structures, especially advisors in employment agencies, through virtual and face-to-face training

Objective of the Measures

  • Enable advisors in expert and partner structures to actively apply the knowledge and materials in their consultations with individuals interested in migration

  • Equip them to inform potential migrants about requirements for migration to Germany, guide them through the recognition and visa application process, and support the recruitment of qualified professionals

  • In cases where concrete recruitment and placement offers from abroad exist, ensure the examination of developmental and social compatibility
