MADES: Promote compliance with OECD recommendations to improve performance of public institutions
Peru faces pronounced social inequalities, political instability, and corruption, which hinder effective public service delivery, particularly at the regional and local levels. While the country has made important progress aligning with OECD standards during its accession process, significant challenges remain in implementing regulatory and service quality reforms at the subnational level.
The Project “Promote compliance with OECD recommendations to improve the performance of public institutions in Peru” implemented by GIZ, aims to modernise Peru's public administration by improving the institutional framework for public service delivery in line with OECD recommendations. Together with Peru's Presidency of the Council of Ministers (PCM), through the Secretariat of Public Management (SGP), the project focusses on enhancing the capacities of subnational public institutions, improving inter-governmental coordination, and adapting regulatory and service quality instruments to local contexts.
Dorsch Impact, through its work package “Analysis and exchange of knowledge and best practices on regulatory improvement and improving the quality of public services at the subnational level to contribute to their sustainability and expansion” is responsible for knowledge management, analytical support, and expert advisory services for the project, contributing directly to the sustainability and scaling of reform instruments at the regional and local levels. The project applies an intersectional gender-sensitive and intercultural approach as a cross-cutting principle throughout all activities

Institutional Component
- Supporting the SGP-PCM in strengthening coordination across national, regional, and local levels of government
- Reviewing and assessing progress achieved in implementing regulatory and service quality instruments at the subnational level, including identification of strengths, gaps, and opportunities for improvement
- Facilitating knowledge exchange through workshops, conferences, and forums to share experiences and lessons learned among stakeholders
- Providing expert feedback and opportunities for improvement based on international experience in decentralised contexts

- Assessment of the progress, challenges, and results of regulatory and service quality instruments implemented at the regional and local levels in Peru
- Compilation and presentation of international good practices in regulatory improvement and public service quality, particularly from decentralised governance contexts
- Comparative analysis of international and Peruvian experiences to identify feasible adaptation pathways for subnational governments
- Practical, evidence-based recommendations to strengthen the sustainability and scaling of instruments across a broader range of subnational governments
- Operational management and reporting: Selection and supervision of experts, administrative and financial management, and preparation of reports for GIZ
Impact
Enhanced institutional capacities of subnational governments in regulatory improvement and public service quality, contributing to more effective, inclusive, and responsive governance at the local level.
Strengthened policy frameworks and practical tools for scaling regulatory and service quality reforms across diverse regional contexts, supporting the durability of OECD-aligned reforms beyond the project lifecycle.
Increased citizen satisfaction amongst service users of two prioritised public services in two targeted regions (increase of 10 % compared to the survey-based baseline).
Increased number of digital citizen service points: the Mejor Atención al Ciudadano – MAC-Express grow from 141 to 181 nationwide, expanding access to public services across Peru.
