Land Management Modernisation Programme - PROMOGEF
The Directorate General of Taxes and Domains (Direction générale des Impôts et des Domaines - DGID) within the Ministry of Finance and Budget in Senegal has decided to implement a computerised Land Management System (LMS) to improve transparency, enhance land use security, facilitate taxation, and support economic development. The dematerialisation of land registers is essential for the reform of the land sector, which is a priority for the state.
PROMOGEF (Programme de Modernisation de la Gestion Foncière) supports this process by constructing the necessary infrastructure, decentralising services, and raising public awareness about the changes. The goal of the programme is to establish efficient, transparent, and accountable land management by competent authorities, including administrative authorities, local authorities, and technical services.

Project Activities
Together with our consortium partners GAF and IDEV-IC, Dorsch Impact is responsible for the implementation of the three components with the following key measures:
1. Infrastructure:
- Rehabilitation/construction of six pilot centres, four urban: Mbour, NGor-Almadies, Dakar Plateau, and Rufisque, and two rural: Kaolack and Kaffrine;
- Equipping the pilot centres (hardware and software) for the digitisation and deployment of the Land Management System (LMS);
- Upgrading the central data centre with equipment renewal, storage capacity expansion, security equipment supplies, cabling, etc.;
- Preparing documents for the selection of the consulting/construction firms in charge of the studies and supervision of the works of the component 1 infrastructures (Prequalification and Request for Proposals);
- Supporting the procurement procedure (evaluation report and preparation of contracts);
- Supporting DGID in the follow-up, monitoring, verification and final acceptance of studies, works and procurement;
- Consulting services for studies and supervision of works.
2. Digitisation:
- Development (contract in progress) of the LMS and deployment in all 24 CSFs (Centres des Services Fiscaux);
- Digitisation and integration of land data (registers) from the six pilot CSFs, then from the other CSFs depending on available funds;
- Equipping and strengthening the digital infrastructure of the 18 CSFs other than the six pilot centres;
- Preparing Terms of Reference (ToRs) and Detailed Application Orders (DAOs) for selecting suppliers and contractors for complementary equipment and infrastructure.
- Supporting DGID in the follow-up, monitoring, verification and final acceptance of studies, works and procurement;
- Establishment of digital links between the CSF and citizens' houses;
- Strengthening of e-governance in land management.
3. Implementation and modernisation of land administration:
- Strengthening the DGID's land administration skills and implementing a change management plan;
- Supporting the DGID in implementing and monitoring the complaint management mechanism that will have been developed and described within the framework of the ESMF (Environmental and Social Management Framework);
- Supporting DGID, in collaboration with CRAFS (Framework for Reflection and Action on Land Tenure in Senegal), in managing land conflicts and developing a complaints management mechanism.
- Proposing and designing awareness-raising campaigns to promote acceptance of the SGF and inform stakeholders about current land rights procedures.
- Supporting the DGID in the implementation and monitoring of all environmental, social, health, and safety issues in accordance with KfW's ESS guidelines.
- Accompanying measures:
- Integrating national, KfW and BMZ standards;
- Analysing the project implementation modalities and regulations;
- Analysing the project implementation and regulatory texts, and development of appropriate procedures in draft form;
- Consulting with the DGID on the mechanisms and operating mode of the project;
- Developing the final version of the manual of procedures;
- Contributing/preparing the annual monitoring evaluations and audits for KfW.
