Improved Water and Wastewater Services Programme 2 (IWSP 2) – Lot 1 & Lot 2

Egypt's rural and semi-urban communities, particularly in Upper Egypt, face persistent deficits in water supply reliability and wastewater service coverage, despite relatively high national coverage rates overall. Inadequate sanitation infrastructure poses direct risks to public health and environmental quality, disproportionately affecting lower-income populations in secondary towns and villages.

The Improved Water and Wastewater Services Programme 2 (IWSP 2) is a multi-donor initiative designed to support Egypt's ongoing water sector reform. Building on the successes of IWSP 1, the programme targets the four Governorates of Assiut, Minya, Qena, and Sohag, aligning with Egypt's national Vision 2030 commitments to sustainable urban development and universal access to safe water and sanitation. 

The programme combines institutional capacity-building with large-scale infrastructure investment, working through Egypt's Affiliated Companies (ACs), the local water and wastewater utilities, to build financially sustainable, operationally efficient service providers.

Dorsch Impact is engaged across both lots of IWSP 2.

Project Activities

Lot 1 – Assiut & Minya Governorates 

WP1: Institutional & Technical Assistance Component

  • Assessing the operational baseline of the Affiliated Companies (ACs) and developing tailored work plans

  • Supporting the establishment and operation of Programme Implementation Units (PIUs) within the ACs

  • Strengthening budgeting, financial controlling, and commercial management systems

  • Enhancing human resource management and organisational efficiency

  • Improving public relations strategies and stakeholder communication for the ACs

  • Monitoring programme indicators at AC level and supporting donor reporting requirements

  • Designing and implementing an operation and maintenance (O&M) incentive system

  • Conducting feasibility studies on sludge management and energy auditing

  • Procuring technical assistance equipment (laboratory, leak detection, office infrastructure)

WP2: Infrastructure Design, Tendering & Construction Supervision

  • Delivering full engineering services across more than 15 water and wastewater infrastructure projects, encompassing:
    • Rehabilitation and upgrade of wastewater treatment plants (WWTPs).
    • Rehabilitation and new construction of wastewater pumping stations.
    • Several sewer network projects, including gravity networks, force mains, and house connections.
    • Rehabilitation and capacity extension of water treatment plants (WTPs).
    • Replacement of ageing asbestos pipelines in water supply network projects (total ~115 km).
  • Preparing preliminary and detailed designs, including Environmental and Social Impact Assessments (ESIAs) and ESMPs.

  • Preparing tender documents in accordance with FIDIC Pink and Yellow Book conditions

  • Providing tendering assistance, including prequalification and tender evaluation.

  • Supervising construction, ensuring quality control, and supporting defects liability periods.

Lot 2 – Qena & Sohag Governorates

WP1: Equipment Procurement Support

Supporting the procurement of technical assistance equipment for the ACs, including laboratory and leak detection equipment.

WP2: Infrastructure Design & Tendering for Wastewater Projects

  • Delivering detailed design and tender documents for sub-contracted wastewater infrastructure projects, including

    • The detailed design for a gravity sewer network serving 

    • The rehabilitation of pump stations feeding 

    • Rehabilitation and extension of City Pump Stations 

  • Preparing tender documents under FIDIC Pink Book conditions

  • Supporting tendering processes, including prequalification and tender evaluation

Impact

  • Improved water supply reliability and wastewater management for communities across four Upper Egyptian Governorates, with significant benefits for rural and semi-urban populations historically underserved by national infrastructure.

  • Expansion and rehabilitation of wastewater collection, treatment, and disposal infrastructure, reducing the discharge of untreated effluent, improving environmental conditions and reducing waterborne disease risk.

  • Through sustained capacity-building, the programme strengthens the Affiliated Companies' ability to plan, finance, and manage infrastructure investments independently, therefore supporting long-term sector sustainability.

  • Large-scale infrastructure delivery: Across both lots, Dorsch Impact anticipates contributing to the delivery of approximately 230 km of pipe networks, over 20 pumping stations, up to 2 water treatment plants, and 2 major wastewater treatment facilities.

  • Alignment with national and global frameworks: IWSP 2 supports Egypt's Vision 2030 development agenda and directly advances eight Sustainable Development Goals, reinforcing the country's commitment to equitable, climate-resilient water and sanitation services.
