DR Congo RESE II
Despite holding 52% of Africa’s surface water reserves, the Democratic Republic of Congo (DRC) provides access to improved drinking water to only 33% of its population, 52% in urban areas and just 19% in rural areas. The main water operator, REGIDESO, a restructured former state-owned company, operates alongside smaller private water suppliers. However, the 2015 water law delegated sector management to the provinces, and essential structures like the Public Water Service Regulatory Authority (ARSPE) are not yet fully functional.
The project “Improving water supply and sanitation – Strengthening and Efficiency of Water Services, RESE II” supports REGIDESO’s reform process and aims to enhance the institutional framework for a high-quality, poverty-oriented, and gender-sensitive urban water supply. The project focuses on strengthening the organisational and technical capacities of REGIDESO’s human resources and provincial centres. It also supports subnational sectoral authorities to ensure inclusive water services and assists the Ministry of Hydraulic Resources and Electricity’s (MRHE) General Secretariat in implementing the national public water supply policy.
