Evaluation develoPPP.de – Analysis Tool and Impact-Oriented Evaluation of 240 Development Partnerships 

To mark the 20th anniversary of the develoPPP.de programme, GIZ commissioned an empirical evaluation of over 240 development partnerships (EPWs) implemented worldwide between 2009 and 2018 in collaboration with private sector companies. On behalf of GIZ, Dorsch Impact developed an empirical database enabling statistical evaluation at both the individual project level and the overall programme level.

The develoPPP.de programme aims to align development policy goals with private sector engagement to jointly implement sustainable development projects. Despite its long-standing implementation, there had been no empirical evidence demonstrating the achievement of the programme’s and partners’ objectives. Previous assessments offered limited aggregation and synthesis of impact data.

Validated, fact-based evidence is essential for GIZ, its partners, and the public to understand whether the individual and programme-wide objectives have been achieved. The BMZ sought to confirm the relevance, results, and effectiveness of the funded projects, as well as the sustainability of established structures. Dorsch Impact addressed these questions by conducting an impact-oriented evaluation of 240 completed partnerships, identifying key outcomes and success factors.

Project Activities

Development of a Demand-Oriented Analysis Tool 

  • Created a code book for structured data coding 

  • Developed an IT-supported evaluation tool in Excel 

  • Built an empirical database for long-term impact assessment 

  • Conducted a usability test with 50 projects to validate the tool 

  • Developed a user manual for future application 

Data Analysis 

  • Collected and aggregated data from 240 completed development partnerships using the evaluation tool 

  • Evaluated data to identify factors contributing to highly effective projects (e.g. region, sector, project type, contract type, company size/location, country income level) 

  • Analysed correlations between key project indicators, influencing factors, and outcomes based on OECD/DAC criteria
