ACE - Community Survey

The project "Strengthening the resilience of smallholder farms, micro and small enterprises, and local communities" aims to support economic stabilisation and improve social cohesion in selected municipalities across Lebanon. Activities focus on three key areas: agriculture, SME and start-up support, and community-based initiatives—mainly in West Bekaa, Upper Chouf, and Zahle, and now expanded to South Baalbek and Hasbaya (25 municipalities in total).

In addition to strengthening local economies, the project includes a dedicated social stability component, supporting joint planning and implementation of small-scale community initiatives. These initiatives foster trust in local governance through positive intergroup experiences.

A key indicator for this component is the confidence of community members in local capacity to act, measured through a behaviourally informed community survey through the project “Conception of a community survey & baseline data collection on social stability”, developed in the previous phase. This assignment has two goals: 

1. Expand the survey to the 10 new municipalities to collect baseline data. 

2. Conduct annual assessments of changes in attitudes, beliefs, and behaviours related to social stability across all 25 municipalities, supporting conflict-sensitive monitoring and project steering until September 2026.

Project Activities

A) Baseline Survey in 10 New Municipalities (Hasbaya & Southern Baalbek) 

  • Conduct the community survey using the existing questionnaire (adjustments possible in consultation with the M&E team) 

  • Cover about 20% of households in each of the 10 municipalities (1,660–2,000 surveys in total) 

  • Recruit, train, and manage approx. 15 local enumerators 

  • Coordinate and implement the survey in Q3 2024 

  • Clean and prepare the collected data for M&E use 

  • Discuss findings with the GIZ team and reflect on implications for project implementation and the theory of change (ideally in a workshop) 

  • Submit the final dataset in Excel format 

B) Annual Data Collection in All 25 Partner Municipalities (Until Sept 2026) 

  • Conduct annual surveys in Q3 of each year based on the following estimates: 
     ▪ 2024: ~900 surveys (15 municipalities) 
     ▪ 2025: ~1,200 surveys (all 25 municipalities) 
     ▪ 2026: ~1,200 surveys (same as 2025) 

  • Recruit and train suitable enumerators (approx. 15, or fewer as agreed) 

  • Clean and prepare data for the M&E team each year 

  • Organise reflection sessions with the ACE team after each survey 

  • Submit cleaned datasets in Excel format annually
